1. Introduction

The Sentinel Review (“Sentinel Review,” “we,” “us,” “our”) is a publication of the Sentinel Research & Policy Institute (SRPI), a Delaware-incorporated nonprofit research organization dedicated to open-source scholarship on counterintelligence, national security, and information defense. By subscribing to, accessing, or contributing content to Sentinel Review, you agree to these Terms of Service (“Terms”).

If you do not agree to these Terms, please discontinue use of the publication.

2. Eligibility

Subscribers and contributors confirm that they:

• Are at least 13 years old or the minimum age required by local law.

• Provide accurate and complete information.

• Are legally permitted to receive or distribute U.S.-based digital content.

3. Subscription Types

3.1 Free Subscribers

Receive:

• Selected public articles

• Research updates

• Announcements and summaries of SRPI initiatives

3.2 Paid Subscribers

May receive:

• Premium or extended articles

• Exclusive analysis

• Access to Q&A sessions, events, or behind-the-scenes commentary

• Early or extended editions of certain posts

Benefits may evolve over time.

4. Payment & Billing (Paid Subscribers)

Paid subscriptions are processed through Substack.

• Billing renews automatically based on the selected interval.

• Refunds follow Substack’s policies.

• SRPI does not store financial information.

• Subscription price changes will be announced in advance.

Failure to process payment may result in suspension of paid access.

5. Use of Content

Unless otherwise noted, all Sentinel Review content is the intellectual property of SRPI or the respective contributing authors.

5.1 Permitted Use

You may:

• Read and share publicly available posts

• Quote small portions with attribution

• Use material for academic purposes with proper citation

5.2 Restricted Use

You may not:

• Republish full articles without permission

• Use SRPI content to train AI models or automated systems

• Sell, license, or commercially redistribute SRPI content

• Remove copyright notices or attribution

• Present SRPI research as your own

6. User Conduct

You agree not to:

• Harass SRPI staff, contributors, or community members

• Spread malicious code, spam, or automated messages

• Misrepresent affiliation with SRPI

• Use the platform for partisan campaigning

• Violate U.S. export control laws or engage in unlawful behavior

SRPI may moderate or restrict access to maintain professional standards.

7. Contributor Terms (For Individuals Submitting Articles)

These terms apply to all authors, researchers, or contributors who submit original work to the Sentinel Review.

7.1 Originality, Rights, and Open-Source Research

Contributors affirm that:

• All submitted work is their original creation.

• They have full authority to license the work to SRPI.

• No classified, sensitive, or non-public government information is included.

• All sources are open-source and properly cited.

• The work does not infringe on third-party rights.

7.2 License Granted to SRPI

By submitting work, contributors grant SRPI a non-exclusive, royalty-free, perpetual, worldwide license to:

• Edit, format, and publish the work

• Distribute it on Substack or SRPI platforms

• Archive it indefinitely in digital or print form

• Use excerpts for educational or promotional purposes

Authors retain full copyright unless a separate agreement states otherwise.

7.3 Editorial Authority

SRPI retains the right to:

• Edit submissions for clarity, style, accuracy, or legal compliance

• Request revisions

• Decline publication

• Publish corrections, clarifications, or retractions

• Remove content if ethical or legal concerns arise

While contributors will be consulted, final editorial decisions rest with SRPI.

7.4 Disclosure & Conflicts of Interest

Contributors must disclose:

• Funding sources

• Relevant professional affiliations

• Any real or perceived conflicts of interest

Failure to disclose may result in rejection or withdrawal of a published piece.

7.5 Withdrawal of Submitted Work

Before publication:

• Contributors may request withdrawal.

After publication:

• SRPI may honor or decline removal requests to preserve academic and archival integrity.

• SRPI may update, annotate, or correct published articles.

8. Research Disclaimer

Sentinel Review content is open-source analysis and reflects the views of the authors, not the official positions of the U.S. Government, Department of Defense, Intelligence Community, or any federal or state agency.

No classified or sensitive information is used.

9. Intellectual Independence

Subscriber payments or contributor relationships do not influence SRPI’s editorial decision-making or research direction.

SRPI maintains full independence as a nonprofit research institution.

10. Termination & Opt-Out

Subscribers may unsubscribe at any time through Substack.

SRPI may suspend or terminate access for violations of these Terms.

Upon termination, access to subscriber-only content is revoked.

11. Changes to Terms

SRPI may update these Terms to reflect organizational or legal changes.

Updates will be posted with a new effective date.

Continued use constitutes acceptance.

12. Limitation of Liability

To the fullest extent allowed by law, SRPI is not liable for:

• Reliance on published analysis

• Technical interruptions or platform errors

• Decisions made based on SRPI content

• Third-party content hosted on Substack

Content is provided “as is” without warranty of accuracy or completeness.

13. Governing Law

These Terms are governed by the laws of the State of Delaware.

Disputes shall be resolved in the appropriate Delaware courts.
